The man was seen inappropriately touching himself while staring at a female passenger on the number 21 bus around 10.20am on October 29.
A City Police spokesperson said: "The man boarded the bus in Old Street and sat at the rear on the lower level opposite a female passenger.
"He then revealed his genitalia and started to masturbate whilst looking at the woman."
When the woman told the driver, the man left the bus not far from on King William Street, close to London Bridge.
In another incident, the pervert was spotted touching himself on the 205 bus.
This was around 8.45pm on October 25 along Commerical Street in Whitechapel.
Police are hunting for the man and have now released CCTV images of the suspect.
They described him as black, average build, between 5ft7 and 5ft11.
He was wearing a black beanie hat and a dark jumper with jeans and trainers.
He was also carrying a dark satchel bag.
The spokesperson said: "It is believed that this male spends most of his day and night travelling on buses around the capital."
